They can be hooked up to a computer and they can be used as a mouse
I don't have one, but I've used them before.
(basically a pen and a pad that can be used as a mouse.)

The problem is, I can't use Chibi paint like you all, I like BBS (I joined an oekaki that didn't have chibi paint) Also, I think Chibi doesn't run well on my tablet PC...

Layers is when...
Say you draw something on layer 1. you can go over it on every layer number above it, and you can't draw over it on any layer below.
They're actually really simple, but hard to explain... but this is awesome, even for no layers!

Chibi paint is actually pretty hard.My lines are only smooth because I go over everything with the color I used to fill in the shape.

You're very good at chibi... my 1st attempt is down there somewhere... I messed up on the shading... but it was ok. Just long.
You're improving a lot though, and keep up the good work!

Because of the app I use (Paint BBS) has 2 layers, I kinda only use 2 or 3 layers now...I adapt....:/

EDIT:May as well put the same thing as I did on TPMO So, here. Almost exact same wording.

Gah! Finally done! Look, Torchic23, I knew I would never get around to finishing the picture I was originally going to give to you, so I drew something in one sitting. Also, I didn't have a full body ref. to Diva's sky forme, so I had to go with what you have on Campsite. Tell me what i got wrong in the pic. and I'll fix it.

Anyway...*sigh* Happy belated b-day! I'm still getting over my fever, and right now I feel like I'm gonna pass out, so I couldn't do better shading or anything. *also couldn't be bothered to draw an eye*
Also, the scene isn't suppose to make sense, so don't try to work it out in your head.
